it's because the law-enforcement 'numerical code' for marijuana possession is 420

It got that term because at 4:20 almost all kids are out of school and their parents aren't home from work yet. They are unsupervised and do foolish things. I know this as I am the court drug officer.

I always thought it was the part of the criminal code that possession of marijuana falls under.
