I guess that it depends on the situation. If someone puts it at the bottom of an e-mail or letter and that's not typical for them, then I would take that to mean that they like you or love you. If you know that it's someone that says things along those lines quite frequently, then it's probably just another form of a goodbye, much like "Cheers!". If it's from a random person that answers on Yahoo! Answers, then you can also assume that it is just another form of goodbye.

Much love is a more imtimate way of saying thank you to a close person. Yes, of course we can say it to anyone, but depending on the area you live in, people may take it in the wrong way.

Much love is kinda like showing some love. Not telling someone you love them but meaning it in a friendly way.
