Depends on just how much you want to cover. I once walked into the Atlantic ocean in a dress because I did not own a bathing suit, and the lifeguards whistled me out. They figured I was trying to commit suicide. But if you have shorts and a tank top on instead of a bathing suit, I don't think anyone should care. If the problem is you want to be still more covered up than that, you better stick to private pools where no one will worry about you. But remember that clothes which cling to you are going to reveal your figure anyway, by that cling.

I get where you are coming from but from experience, when you try to cover yourself up, you end up sticking out even more and people are going to notice you. I would suggest that you wear a stylish wrap around and take it off at the last possible minute before going in the water.

You can wear a body glove; it covers your whole body and you can still swim in it. A lot if swim coaches at my place wear that. :)

Try a skirted swimsuit. It's a swimsuit with a skirt that is either attached or you pull on over your suit.

im fat so what i usually do is get some boad shorts that are made for boys cause the girl ones are hecka skimpy. and if your top concious find a tankini top to match the shorts

where a big shirt, they have skirts that wrap around your waist or shorts or just swim in shorts and a shirt hope this helps

I know people who were shorts and tanktops over their suits, and unless drag is a major issue, it should be fine.
