Tacitly, it is between the best baseball teams in the world. But, the World Series was devised when the only baseball teams were in the US. So, it is tradition at this point.

The Toronto Blue Jays won the World Series twice in the 1990s. If you're geographically impaired, Toronto is in Canada, not the US.
