It depends on the ISP. Alot of them charge by the hour, alot like most dialup-ISP's (Internet Service Providers) in the U.S. and Canada do. Just do a search on the specific ISP and you should be able to find out how they bill.

i don't know put thank god i don't live in Europe because i use the Internet a lot that means that i would own a lot of money are maybe get a job that pays a lot

I would not be surprised. In Europe (and other parts of the world) you have to pay-per-use for the public restrooms.

It would probably be a per MBit charge (by bandwidth) instead of a per log-on charge.
