Probably Health Food shops --- I know you can get capsules from the Health Food section in our local supermarkets, though I haven't noticed it in powder form.

Fenugreek is a spice that's used a fair amount in Indian cooking. If you go to an Indian (or Pakistani or Fijian) grocery store, you should be able to get spices in big bags, for a lot less than they would cost you at the supermarket.

Otherwise you could go to a real foodie-type supermarket, like Whole Foods or something, that has hundreds of kinds of spices. They would probably have fenugreek (for a lot more $$$ than the Indian grocery store)

I can't help wondering if this would irritate your skin; I would try that mixture somewhere else on my body first before dabbing it under my eyes, just in case it turns you all red and itchy or something.
