There is an argument about it. I have read that the standard of the education is actually falling. As you can see, UK has the highest teenage abortion rate compared to the rest of Europe, and adults are even scared of confronting trouble making youth. About 20% of school children do not know where Britain is on the map. People can't spell. People are not good at speaking other languages. Kids do not go to school even though they are told that their parents can do to jail because of that. You can always read about it on newspapers, and hear about it on TV.
I do not know if British people are less educated than the rest of Europe, but it does look like there is are problems to tackle in education. I think not only children but adults should learn more to educate children now, even if people are not less educated.
Some people think that people are more educated than people of some other countries, so they do not bother to learn. That is being ignorant. If people stop learning, then UK will end up as the least educated country than everywhere else.

We are not less educated, i would say less caring about some things, like teenage pregnancy, we have the highest rate in the whole of the EEC. And the highest divorce rate amongst young marrieds. Why can,t we have the same as Holland, the birthpill free for teenagers, they even sell condoms at school , parents know their children are going to have sex, they do everything to prevent pregnancy,s. And it do not happen there. A good example for the U.K.

In terms of learning a foreign language fluently, certainly. I would have thought not in general, although the level of literacy displayed in some of the questions and answers in here makes me think otherwise.
