If the line is going through the top or bottom plate of a wall...Say from 1st floor to 2nd floor you should use a fire rated caulk. This caulk is usually red or yellow in color. I have recently seen grey but the rating is not as high as the red and yellow.

If it is just passing parallel through studs of a wall then you could use caulk but the foam insulation in a can has a much high R value then just caulk so it would insulate much better. I would suggest you purchase the type that doesn't expand much, it will say window and door foam insulation right on the can. If you use the regular type of foam insulation in a can you could bust out the wall from how much it expands.

No. It's not legal and will no toffer enough support form weather or anything. silicone would do it bu tthe outlet really (to be legal) needs to be in a box as required by law.

Sure, make sure you use non-shrinking caulking. They also make paintable caulking too.

Best thing to use is FIRE and DAMPER SEALANT you can purchase it at your local harware store
