Just sent off an item of similar size to Canada 2 weeks ago. The easiest I found was to send it Parcel Post Airmail. The sender will still need to fill out a quick customs form, but there will be no extra costs or taxes (mark as shirt and gift if needed).

I have gotten items shipped up from the U.S. by parcel post and never had to pay duty. I have also had items shipped up by courier and you do have to pay a small charge.

There is no duty on items under 20.00

For items over 20.00....gifts are good.
