White stuff on the mouth is usually fungus, if the white spots are all over the body then it would be ick. Go to a store and buy some meds for fungus. You can even look at some pics online to make sure what your fish has.

Honestly from your escription it's not clear wht it is. (Anyone who claims to know doesn't know what they are talking about.) Let's review:

Ich- Small white dots about the size of grains of salt.

Fugus- Grey/white wooly (maybe)

Columnaris- White/grey mold-like stuff on the gills or mouth. Commonly called Mouth Fungus, but caused by a flexibacter bacteria.

This sounds more like columnaris as it's around the mouth, but I'd treat for both it and a fungal infection.
Treatment:
-Jungle Labs fungus ELIMINATOR (not clear)- Despite it's nme treat just about anything.
-Melafix, and primafix
-Trisulfa

PS- If it's ich/ick there are med just for that at the fish store.

He has ick. if you don't treat the fish tank the rest of your fish will die. Remove your carbon filter first. Then after treatment you will have to clean your fish tank removing 1/3 of your water. Make sure the ph. is correct. If you have freshwater fish make sure your ph. is 7.0

he has ick you need to treat your tank or the rest of your fish will get it and it will kill them you can buy the meds at any fish supply store or their are some home treatments but have never tried them
