I have a 2nd computer for my kids. Question: when they scroll down thru the screen, its slow and it flickers. Anybody know why and any suggestions?...Thank You in advance

You need to either update your Video Card Driver or just Install a Video Card Driver

Your monitor has low refresh rate. Try adjusting the refresh rate your monitor.

How to Change the Screen Refresh Rate of Your Monitor
1. Click Start, click Control Panel, click Appearance and Themes, and then click Display.

Alternatively, right-click the desktop, and then click Properties.
2. Click the Settings tab, and then click Advanced.
3. Click the Monitor tab, and then click the screen refresh rate that you want to use.
NOTE: • The default refresh rate setting is 60 Hertz (HZ); however, your monitor may support a higher setting. Check your manufacturer's documentation for information about the settings that your monitor supports.
• If you use a higher refresh rate, you can reduce the rate that your screen flickers; however, if you specify a refresh rate that is too high for your monitor, your screen may become unusable and your hardware may be damaged.
• Changes to the refresh rate affect all users that log on to the computer.

Your computer may be lagging, or it could be the refresh rate of your monitor. If it's lag, then it could be caused by one of three things (or a combination of the three). Either your connection is slow, your computer isn't able to handle the website due to too little memory (or the computer is just old), or your computer is running too many programs. Try closing some programs, or deleting unwanted files. Check your monitor settings to fix the refresh rate.
If none work, you may need a new computer or monitor.

1. Check the refresh rate of the graphic adapter. Normally 72-85 for monitors manufactured after Y2K.
2. Most probably you'll using your windows graphic driver. You'll need a new graphic driver to be installed.
3. You don't want to know :)

By the sounds of it your refresh rate might be too low, how old is the computer screen exactly? and what kind of graphics card does it have?
