It can be either one.

Most times a promotion entails more responsibilities, along with increased pay. Sometimes an employer will "underfill" a position in order to give a person who's not yet qualified time to learn the skills needed or to complete education. When a position is underfilled the employee may move into greater responsibility at the same rate of pay, with a promise of a future raise.

I would question the motives of an employer who wants an employee to move into a position with more stress and responsibility without offering a pay increase. Once you are in the position, if an agreement isn't clearly rached, good luck ever getting the raise!

I don't think if a person gets a salary increase it is necessarily a promotion. A higher designation may be a promotion, as it is a step higher up the ladder.

To be promoted is to go up in the hierarchy (e.g better job, more responsibilities), usually with an accompanying increase in salary (or more perks, etc).

If someone gets a pay hike then they are not "promoted" (unless their job role changes for the better). I'd still call it a promotion if you got a better rank and earned more per hour yet had a lower monthly sallary due to decreased working hours.

it's when a person gets a higher rank in his work, or gets to a higher level. of course the salary will increase and he/she will get many other benefits.
