Traffic on websites IS free, you just need to attract people to go there. I don't pay for any sites I go see or view. I may sign up for a sites services, but to actually go to a site it is free and it always has been. Unless you are referring to trying to attract people there by means of advertising and are looking for ways to advertise for free. That could be difficult at best or all advertisers would be out of jobs and businesses. There are some who stage stunts, called publicity stunts to attract folks, but this is difficult to do. You would have to do something which got you on the T.V like in the news media, which would then somehow need to be linked to your webiste to get folks to visit it. So, maybe if you climbed a tree which has a sign of your webiste on it, and staged a refusal to come down untill some point in time, or maybe did walk across the entire country with a sign across your back of the website folks could go see to watch your progress and then have your other stuff on there too. See? It would have to be huge and really get attention of the media, and then linked to your webiste.
Like I said, if this was easy or simple advertisers would be out of work and out of business. Many would like to know the same thing, how to get people somewhere without it costing them anything in doing so. I am sorry but it just doesn't work that way.
