You don't have to teach the turtle anything. Coming up for air is totally instinctive. The turtle will figure it out just fine.
Remember that turtles, being cold-blooded animals, don't need as much air as a mammal would, so they don't come up for air as often as you might expect.

Baby aquatic turtles should be in a 10 gallon pool at a minimum- and they can handle the air nicely without training.
You have ot offer the right temps, basking sites, and stuff as well, though.

Also If you could put something that would allow him to get out of the water and dry off the shell. We have a rock island for our turtles and they fight to be on the very top.

it should do it by itself. u cant actually teach a turtle to do something like u would teach a dog. i would put up a piece of carboard like a little pathway on the water that leads to the surface so its easier on the turtle.

well try easing it into that habbitat! start with the tank with rocks on the bottom and no water then after like a week or to add some water enough to submerge the rocks then a week or two later add a little more and so on!

If they arnt reaching up you obviouly dont need to teach them, you could put big rocks so they can climb out of the water to encourage them

really let them do it my them selfs i just got turtles that are 6 months and they were seling them in boxes and i just put mine in a fish bowl and they are fine
they go up for air when you are not around really trust me i swear they do when i come by they go underwater right away bc they scared ok that is all bye

they will figuer it out, trust me when the turtle is on the bottom and runs out of ait it will come to the surface.
