I might be possible to answer your question if we knew what you really meant.

A statement is true when what it means is actually so, as opposed to a false statement.

I'm typing in English -- true

I have 9 toes on each foot -- NOT true (false). What's true is I have 5 toes on each foot.

The word true has other (related) meaning. If you gave some context, it would be clearer what you're asking.

For example, a true friend is a really good friend, a friend in every way. A false friend is someone who pretended to be your friend, but wasn't, really.

True can never be achieved, only one or a group can see truth, no matter how indefinite a fact may seem people all interpret things differently meaning that there could be no truth in any declaration, because inevitably truth is onmly called what it is because people have been dependant upon others and take everything as true, people are sheep.

It means like, when you say "I love you" and then you say to your lover "well, sort of", and then your lover say "Why, THANKS CRAIG." and you laugh and start to walk away but then your lover says "Hey, I love you." and then you know that the "true" word being is like, when you say "I love you". Sometimes, it can too mean that you sometimes have to say somethings like "My name is NOT Craig" and then laugh in your lovers face for many times because of the truth.
