Just like a genetic female, growth rate and size are going to vary. Growth does appear to be much quicker if you start taking hormone's at around 14, and slows once you reach 18-20. It took me a year to get to a b cup. Her nipples may become too sensitive to fondle for a while, also. Be patient and loving with her. She'll be going through a lot, emotionally.
P.S. to newmichel...you sure got weird boobs, girl. they change sizes every day. love to talk at you...kendra...

My friend is transsexual (I don't understand the transgender thing...you aren't changing your gender right? Your gender is already female from birth. You are changing your physical sex) and she started hrt 1 year ago. She is 15 now and is already a B cup. She is 32B. And she's still growing so you will be fine it will just take a year or two for the majority of the breast growth to happen. I'm a 15 year old natal girl and I'm a C cup now and they are still growing...will deff end up a D cup at this rate and I'm glad cuz I'm 5'11, lol. I started getting development when i was getting close to 12 years old so it does take a while.

Unfortunately, it depends on genetics and dosages. For some people right away, for others it takes a long long time. The same thing goes for size.
