If you're asking what % 600 is of 12, the answer is:
12x/100 = 600
12x = 60000
x = 60000/12
x = 5000%
If you asked what % 12 is of 600, the answer is:
600x/100 = 12
600x = 1200
x = 1200/600
= 2%

I am not sure I understood the question correctly. If you are asking the precentage increase from -600 to 12, you can't calculate it because the percentage change between numbers with different signs, is impossible to calculate.
If you are asking the number that will give 12 after a 600% discount, this can't be calculated either since a discount can't exceed 100%.

if you're asking 600:12

600/12 = 50

50*100=5000%
