Put your computer through a safe start to clean garbage out. Then clean the temp folder out completely 'Documents and Setting, yourname.folder, Local settings, temp' - delete everything including folders in that! and finally if needed, defrag your your drive. That should do it.

I'm going to assume that you have a broadband connection and a router. With that, I have had this same problem myself.

1) Unplug your router and your modem {all power should be off, no lights}
2) Shut down your computer and leave it off for a minute or two
3) Plug your router and your modem back in and wait for all the lights to light up and make sure they are done.
4) Restart your computer, it should work now

What sort of connection are you running, Dial up or Broadband?

If it's dial up just go through the setup internet connection process again, if it's broadband, make sure the modem is installed properly and that your username and passwords are correct.
If it's wireles, make sure the wireless card is installed and configured properly, use the "Wirreless network setup wizard' from Control Panel > Wireless Networks.

Try reinstalled your Ethernet drivers and make sure it is working
properly by checking the divice hardware driver on your system properties....

If that don't work or no Ethernet card, use the USB cords instead if your modem had a USB output.....

Or reinstalled and re-register your browser account that came
with your cable-dsl provider.....
