The safest way is to add the acid to a large amount of water (at least 1000 times the volume of acid) (always add the acid to the water NOT water to the acid). Adding an alkali to the acid can cause high temperatures especially if the acid is concentrated. Once diluted the acid can be neutralised completely with washing soda (sodium carbonate) which will make sodium nitrate solution. You could use this dilute solution as a fertiliser!

Nitric acid may be disposed of by neutralizing with water and alkaline material (such as soda ash, lime, etc.) and disposing in a secured sanitary landfill.
