Hopefully it was a water base Kilz primer, because Kilz oil base is NOT an exterior primer. If you are trying to make a drastic color change then yes do another coat. If you were priming because it had some bare metal or had very glossy paint or was chalking then one streaky coat is fine. Remember always use two top coats over primer or fading will be sooner than expected. One after thought,if you did use Kilz oil base then I would apply two coats of Zinzer 123 acrylic primer to protect the kilz from causing problems in the NEAR future.

What color were you covering over? If it was white over black, I probably would put another coat of primer on top. Follow this with two coats of a high quality paint. Remember, the time and effort you put into the job will show in the end!!!
