In the process of an earthquake, there's stress given to the plates.
I wonder if normal stress changes interval between quakes. :)

There are several unproved method used to predict earthquakes. One of the methods is finding the seismic gape. For this you must have the past history of earthquakes at that place. We assume that the rate of energy created (Stress) by the movement of tectonic plates are same for long period. By knowing the past history we can judge the stress that the tech tonic plate at that place can with stand. By taking all in to account we may be able to tell the probable occurrence of earthquake at that place and we can measure the strain also at that place. We can calculate what should be the energy so for it should have accumulated. But most of the times our calculation fails.

Actually, an earthquake is the sudden release of built up stress. Between earthquakes there has to be changes in stress, or else another earthquake would not occur.
