The first day of fall is generally considered to be on the autumnal equinox which varies from year to year; but is always on September 22 or 23 in the northern hemisphere and March 20 or 21 in the southern hemisphere. The site below will give you the dates and times for 2002 - 2014.

The second site also has a chart for the September equinox for the years 1980 -2009.

There is no official date, to me it depends on when I notice a change in weather. Some people say it starts on 01/09, some at 21/09 (autumn equinox).
