George Bush jumps to mind, or David Beckham, or the Queen of England, or Oprah Winfrey. Kate Moss. Or maybe Michael Jackson, or Fidel Castro.
Although Michael Jordan might be a huge celebrity in the US, he's actually not that well-known in other parts of the world. Personally I only know that he's does some sport or other, but I couldn't even tell you for sure whether that's basketball or athletics...

To answer this question, you first need to operationalize your definition. How would you measure how big a celebrity is? For example, you could ask how much the celebrity earns in endorsements. Or, you could ask how many times the celebrity appeared in the top 100 celebrity magazines. Or you could ask how many hits you get on Google when you search for the celebrity name.
Once you have defined your measurement tool, then you can go measure.
The rest is just opinion and feeling. Ali is bigger. No he's not, but Paris Hilton is. (What?)
