first of all if you are going as a ghost not many I have seen have a dress or hat on..........there is no way that I know of to do that. Dry ice does give that effect but the dry ice has to be in hot water. dry ice is -109.3 F. You DO NOT want to handle it with bare hands. the water has to be kept heated to give the fog effect if the water get cold as it will then the effect lessens. You can do this by using a electric skillet or some sternos' under then can that you put the dry ice in..........good luck I've done this before many times and gives a great effect

Dry ice and a hat fan and possibly a little water, just be careful with the dry ice.

regarding the suggestions that you use dry ice... yes, it will create the effect, but it is WAY too dangerous for you to be putting under your dress or anywhere near you.

Dry-ice very cold do not touch or place in your mouth,
Smoke bomb stinky though save it for later and tell the hostess when the party's over you know how to clear everybody out
