While Disneyland and Disneyworld both are no brainers to be mentioned. I would suggest Legoland down in San Diego, CA. Most of the rides there are geared for kids 10 and under. Plus they have hands-on areas where kids can create their own Lego cars and houses.
I've included a link to the Roller Coaster database. From there you can look up amusement parks near you.

Good luck!

Depending on if you are on the East or West coast. The obvious answer is DisneyWorld or DisneyLand, respectively. I am familiar with the DisneyWorld, in which case, I would say that the best park for kids within DisneyWorld is The Magic Kingdom. It has a lot of rides that are safe for kids, and really has the classic Disney feel to it.

I assume that you are a parent looking to entertain your children. [Your question has a bad choice of wording since "take small children" is also the phrase that a pedophile kidnapper would use in looking for a best park.]

You can never get a good answer without a clue as to which area you are looking in. Should it be local or would you travel to anywhere for a great park? If so consider Hershey Park in PA, Storyland in NH, and Sesame Place in NJ. Kids who visited those always want to go back every year.

In Minnesota, the Park at Mall of America (that's the real name), formerly Knott's Camp Snoopy. It's in Bloomington MN, USA
In Florida, Cypress Gardens in Lake Wales. It's got great rides, and good kid-appropriate shows, including a water ski one. It's also a fairly reasonable price.
Forget Disney. It's too expensive and too crowded.

Cedar point in Ohio was the best one I found so far. I visited with a 15,14,13,4,and 2 year old, I loved the kiddy area(rides) and they had a fenced in play area further back. The water park also had a nice area for little ones. We won't waste our time with 6 flags in Gurnee Mills, Illinois again.
