Does inflation mean that all prices are rising but at different rates or is it all prices are rising but at the same rate?

At different rates... only some of them at the same rate by coincidence....

I would say neither. When they talk about inflation they are talking about a general trend of rising prices.

Not every price will rise nor will the rate be the same across the board.

In my understanding inflation is affected by a number of factors one of which is the GDP. If the GDP goes up, inflations goes down and if it goes down, then inflation shoots way up. High inflation devalues the country's currency.
