When you say it to someone youre actually giving them two options: 1) You'll play a trick/prank on them or 2) they give you a treat. Technically it's a win/win situation for whoever is asking Trick or Treat. So if someone denies you of a treat, just kick them in the shin and say, how you like my trick?

"Trick or treat" is is a threat used to extort candy from home owners on Halloween evening. It means , if the homeowner is not forth coming with a treat he is subject to a prank which is often damaging to the property.
