does anybody know where i can download sims 2 expansion packs completely for free w/o having to sign up for subscriptions/etc?

You can buy the expansion games at Wal-Mart, Target, etc. There is no subscription fee.
If you are talking about custom content, then here's a quick list. The Sims 2 website has a good list of some of the best. And you can google it too.

Well, if you can get a friend to burn a (copy) disc for you...Download a free fileshare called LimeWire and search for registration keys, only downlod ones with .zip .rar though so you can check them for viruses first and you will get a crack code.
