Several methods...one being the formula
y-y1=m(x-x1)

y-1=1/3(x-3)
y-1=1/3x-1
y=1/3x

y-mx+b where b is the origin (value of y when x is 0)

for the first equation
-2 = 3/4 * 4 + b
-2 = 3 + b
-2 - 3 = b
-5 = b

For the second it's the same thing
1 = 1/3 * 3 + b
1 = 1 + b
1 - 1 = b
then b = 0

y+2 = 3/4(x-4)
y+2 = 3/4X - 3
y = 3/4x -5

um, what's the question? If you're looking for it, this would be the y-intercept for the lines:
(0,-5)

(0,0)
