You need to take into consideration the following:
- What is the domain name? Is the domain you want something that is available and you can get for $8.99 at GoDaddy or is a domain broker is holding it which means you can pay as little as $5000 to $500,000 or more for the domain
- Type of webhosting needed. Do you want a shared server or a dedicated server? Deciding on the two means either paying $24 a month to as much as $1,000 a month or more. Hostway's dedicated server ranges from $99 to $269 http://www.hostway.com/dedicated-servers/index.html
- Who will design the site and how much is the web design going to cost you? Web designers can be as cheap as $25 per hour to $150 per hour or more depending on your location and caliber. If you want cheaper, consider outsourcing to other countries
- Who will develop the site application? Is there anything you need in terms of programming?
- How will you handle content creation? If this is an ecommerce site, how will you take the pictures? If this is for an information site, are you going to buy content or hire writers?

I pisked up a card in my library and phoned up because i too want a web site. Prices start at 59 Euros for a small web site that i do not want! For bigger website it's 69 Euros.
