Bottom 5...hard to say. Andrew Jackson was one of the worst. Many presidents during the mid 19th century did absolutely nothing.

Not one president has done anything spectacular , FDR was probably one of the only one's which did anything worthwhile besides the aboliton of slavery: The New Deal used some socialist tactics.
