If you mean you want to have a party, but don't want to dress up and are looking for ideas:
(1) Pop some popcorn and everyone you invite brings enough candy for everybody. Rent some DVD's and a player, if you don't have one.
(2) Make it game night for you and some friends. Everyone brings something, you have about 4 tables set up, and the loser at each table moves to the next table 'til everybody has played each game. Serve some orange punch, sndwiches, chips, and something chocolate to maintain the Halloween mood.
(3) A group slumber party might be fun.

as adults you have that right-but if you have kids then yes. I put a sign up in my yard saying "if you dont have a costume-your just begging-no beggars. I live in a crappy area and I get tired of 15 year old thugs coming to my door for free candy.

No one could legally force you to. If you don't want to dress up, then don't dress up.

then don't, and just hand out candy to all the happy kids instead. and make sure it's good candy, cause nobody likes getting crappy candy.
