How much are state fees and do you think that I can do It myself if I study?

While it cost several thousand dollars otherwise, you can do it your self for several hundred, but lots of time (6 months or more).
To start you need to get and fill out CA incorporation filing, item 5

requiring articles of incorporation per sample provided.
You then need to get IRS form 1023 to apply for non-profit status

They don't specialize in ministries but are a great resource for non-profits of all kinds.
