All depending on what type of vacuum you have I would say dust first. I have a Eureka Wind tunnel & it doesn't spit out a lot of dust while I vacuum so I polish first.
When you vacuum take a look to see if there is any dust coming from the machine first. Hope this has helped you.

Whenever it works for you. If you dust with any kind of regularity at all, you won't have enough dust to worry about getting the floor dirty and if your vacuum works properly, it won't kick up dust on the furniture.

depends on how good your vacume is..? does it poof dust all over the house when you are starting it or running it.. if so i wouls say after wards.
there is no way to keep dust out of the house especially if you have kids running through or animals.. it always gets spread around so keep up the best that you can..with it is all i can say.
