1.) Ill when she got it. Sadly, many pet shop turtles are already ill when we buy them- especially if they were wild collected.

2.) Most animals experience a form of shock when shifted from one habitat to another, and that shock can be easily fatal if the change was big or the turtle already ill.

3.) Sorry, but I find that very, very few people offer 'perfect care' for turtles- there is so much bad information out there that people think is 'the right way'. As a rule of thumb, most common pet turtles (like Red-eared sliders) need:
- big tanks with heated, filtered water
- good heated basking areas
- good lighting that includes UV
- a well-balanced diet with high-quality pellets and live or good frozen foods
- an understanding of turtle behavior (no clear tank walls, etc.)

More information is needed to answer correctly. Such as, did she find the turtle? If so, bring a turtle out of its natural environment can kill reptiles and amphebians. Is the turtle housed with other animals? How old is it? What does perfect care mean?Try having your friend write out some details and re-ask your question. Sorry I couldn't be more helpful at this time.

it obviously wasn't the perfect care for that turtle and she must have done something really bad for it to die that fast, usually those guys can take a good amount of abuse and neglect

Did you put the turtle in tap (faucet) water or purified water? Tap water has chlorine and chemicals in it to kill germs. If you put the turtle in tap water, he/she may have been exposed to chlorine and died from it.
