Yes war is ethical. When all forms of diplomatic action have failed, than war becomes a viable choice for a country.
A war is a clash between two wills. One nation will try to impose its will on another.

War is not ethical and should only be waged in defense of those who are attacked or life threatened and are powerless to resist. Even in defense, killing others is not ethical. But to defend the moral majority, it's sometimes necessary.

It all depends on how you, yourself, look at the situation. in my opinion, war is wrong. especially when there is no strong evidence supporting that there should be war. for example, if your talking about the war in Iraq, president Bush had rushed to war so that UN weapon inspectors couldn't finish there work. which would have proved that Iraq had no WMD's. And how did he rush to war? he fed the US propaganda about how "Iraq is planning to build WMD's" and so millions of voters rushed to the polls saying "Georgie, help us!" and thus led to the war in Iraq.
