Well...the first basic thing that has to be done is go over everthing you wrote and look for mistakes...spelling is the first thing I noticed...then grammer...as far as your story Idea I like it!
I'm not a webmaster so I couldn't really tell you where to start on developing your website. All I can tell you is that it looks very simple and plain...hope that helps some.

well you need to take off the cursive its too hard to read and mabe add a cool intro and make the size of the font biger goto www.freeservers.com and get a website that is a little better then yahoos i rate it a 1 out of 5 because you cant read anything on the webpage

you might want resize the actual pictures rather than just resize them using the html width/height properties in the page, they will load quicker for users on slower connections and there is no advantage to having larger banner pictures than is needed.

you may also want to try out some graphics tutorials so you can create your own custom link buttons instead of plain text links as well as a more professional layout to your pages:

also the layout of your pages should match your content, the layout you have at the moment is a bit plain and stiff for a comic website.

learning 'frames' in html might be useful too because you can split the page with a frame that has all your links, and a frame which will load the page which has been clicked on:

You should always avoid using light color links with a light colored background (like on your page http://www.geocities.com/dream_world_milo/story.html).

It makes things to hard to read.
