It's actually that a woman ovulates 14 days before the start of her next period. The best way to figure this out is to keep a good record of your periods and then you can predict when you will next ovulate. But since many women are on a 28 day cycle, it's also similar to ovulating about 14 days after the start of your period.

The ovulation takes place on the 14 th day of cycle only if the cycle is of 28 days. Not every woman has a 28 day cycle. As it varies , the day of ovulation also changes.Approximately we can say that ovulation can take place anytime between day 11 to day 19 according to the length of cycle.
To find out the exact date of ovulation one should count 14 days back from first day of last menstrual period. It is said that it can be the a better prediction of ovulation.

"It is known that any female ovulates after 14 days of her period"

Actually, that statement is false.

You have your period 14 days after you ovulate. However, you can ovulate at any time -- including as little as 24 hours after the start of your period.

However, for general calendar-charting, assume it is 14 days from the start of your last period.

14 days from the first day of your last period. Everyone is different though, and it may be before or after that time frame. 14 days is just an average.
