Hi,
Water is very wet but it can be wetter by adding Surfactants. These substances reduces the surface tension of a liquid, causing the liquid to spread across or penetrate more easily the surface of a solid.

Have you ever noticed if you spill water on a smooth surface it forms water droplets. Now had some dish washing liquid and see what happens.

The detergent makes water wetter. These type of products are used a lot in gardens to help the water penetrate the soil.

water is not wet because it is what gets things wet and there for you can't get something wet using the same thing. ex. you can't get water wet by using water.
