Phytoplankton is a term used for salt water. It contains all forms of single celled algae. It is responsible for a sizable amount of the oxygen we breathe in the world today. Fresh water contains single celled algae, but not in the abundance as the ocean. The Euglena, is a photosynthetic protist found in fresh water. Spirogira is a green algae found in fresh water as well.

I know they live in fresh water and some in brackish water, but I don't think so in salt water. Kelp lives in salt water.
