Goldfish are normally active fish and generally move around in the centre of the tank. They become inactive when they are sick. The fish is either suffering from Bloat or Dropsy.
The fish can be treated by Acroflavine and other remedies available at your pet shop.
You can also use a mild antibiotic but that has to be done under supervision.

Sounds like your fish is near death. Sorry, what size tank do you have her in? If it's smaller then 20 gallons, she has likly been severly stunted in growing. When a goldfish is put in a small tank it's body will only grow so much, but the interenal organs contiune growning slowly and painfully killing the fish. The life span of a goldfish is 30 years! and they can get 12"(or bigger) That is IF they have a proper tank set up where they can grow!

If it doesn't go up for food, it might be sick. Are you sure it doesn't eat? Does it eat food beneath the gravel? I once had a pregnant fish. She also stayed at the bottom of the tank and never ate. It turned out, they eat food at the bottom of the tank. If your fish is hiding from other fish, it might be pregnant. I think your fish might be pregnant. Does it look healthy? Does it have pale skin or a nice color? I'm sure nothing is wrong with your fish, unless it lost its color. If it is pregnant, go to your local pet shop and get it "Stress Coat". Stress Coat helps fish if they are sick, stressed, or pregnant. A pregnant fish can really be stressed living in a tank with other fish. Especially if they are much bigger in size, or if they are aggressive. I'm sure nothing is wrong with your fish. But make sure to:
See if it eats food at bottom of tank
Has Pale or Good scale color
Looks sick or healthy

It may be coming up for food when you don't see. For safety sake, check with a vet who treats exotic pets and or specifically fish (honestly, I've never heard of one that specializes in fish only.). I had guppies years ago that were just as you described, but we didn't notice a red anus. In a few days, some layed their eggs in the bottom and, whola!... babies!

If there is a male in the tank the male will be chasing it at random times. Keep your eye on it and see. If the male is not chasing it. it is sick.

Well, is she in a tank with a male? Okay...forget I asked that. She has to be if you think she might be pregnant. There is a possibility that she could be pregnant. Is she very old?

Uh... Fish (including female goldfish) can't get 'pregnant'. They lay eggs that are fertilized by a male fish. It's probably sick.

are its scales jutting out? (like a pine cone)
if that's the case it's sick..
it's call dropsy... there's medicine for it.
