I am taking a night class in welding and am trying to get W.A.B.O certified (Washington State) in vertically up using 7018 stick. One instructor says you can oscillate stightly the other says you can't you have to use string welds who is right? And are there any other pointers also? Thanks in advance

Low hydrogen rods (7018) are mostly used in structural welding and are not deep penetrating. Generally the root pass is done with 6010 which is deeper penetrating and solidifies fast making it easier to fill in small gaps in the joint. When running 7018 up you should weave it. Use the "u" pattern or a crescent weave and slowly walk it up your vert. Those patterns will be better than the side to side when your learning. I weave the 7018, the guys I work with weave, other guys with our company doing x-ray welds weave 7018. I doubt the knowledge and experience of your instructor that says you cant weave 7018 on your cap pass.

Welding technik must requires practice first, I am doing welding too, vertical and over head position is difficult, you can weave, just trust to your self.

If you are welding up then you should use a side to side motion, this is called stitching or lacing you want to hold the arc at the sides for just a moment.

As a rule, both are correct. The root pass generally is a stringer. The capper is stitched, and your technique should allow for a good "bite" into each element, but be careful to not allow slag to be trapped. Causes lots of grief.

Good Luck
