What I learned in college, it would be the country with the power to control trade. Portugal and Spain at first with there slave trade and after the defeat of the Spanish, England took control. Basically goods had to go to England to be taxed before shipped to other countries. England controlled the seas and their rules of trade were enforced. During the latter slave trade the triangle was in effect. Africa to North and South America to England.
