Last year I saw on the Martha Stewart show how they made a witches costume from black garbage bags and duct tape.
you need the drawstring bags. one they cut a slit in the area under the drawstrings so it was a bit longer and they cut ,in a zig zag, the bottom part of the bag off, that part is used for another part of the costume.
this one is for the top half of the costume. It is put on like a tube top with the drawstrings as the shoulder straps. pull and tie to fit.
don't worry about the strings coz they get covered later.
then another bag is cut to be the skirt, zig zag like the first and that is tied around the waist. Duct tape as much as needed to keep the top and bottom together.

they also cut a third bag in half to be the sleeves...they used duct tape to hold things in place. Just tape the sleves to the top.
the cut off parts are used to make the cape and they pulled on the zig zag points to stretch them.(also did on skirt)
It was pretty cool and waterproof but you may need scissors to cut the costume off when done.
I hope I explained enough for you to figure out how to do it.
a half dozen bags and tape are cheap especially if you already have them around

where you cut the zig zag depends on your size.
the sleeves bag is cut down the sides so one half the drawstring can be each sleve gather at the neck...
cut and fit the dress to size.
just add a hat and your good to go.
You can adjust to fit by cutting in different lengths the sleves bag and the others.

Me, I personally like historical-related things. Go as a dead composer or George Washington or something. If that seems boring to you, go as some sorf of inanimate object. A milk carton is really easy to make. Just get a big cardboard box and paint it white. Then write milk on it. Cut a few additional pieces of cardboard for the top of the milk carton.

You could be Lydia from the movie Beetlejuice (Winona Ryders character). All you would need is striped stockings, red toile (like ballet skirt material), and black eyeliner and you could wear your costume over black pants and black shirt. Pretty cool, not girlie, not risque. Or you could be a mad scientist, you tease your hair straight up all over, wear a white lab coat over regular clothes and black rimmed glasses and carry a clip board. voila! :)

Take a white T-shirt and glue the single-serve boxes of breakfast cereal to it, add some red paint and plastic knives through the boxes and you could be a "cereal killer" It worked for me at my place of employment a few years ago because we couldn't do anything too scary or sexy!! It might seem corny but it'll get a few chuckles!!

I even have observed the comparable style interior the way grade-college ladies are dressing daily. i hit upon it profoundly traumatic. final year 3 seven year previous ladies in our college age application made a Christmas wish record internet site for his or her mom and father. On it they featured photos of the clothing and makeup they wanted, comprehensive with length and colour specs. while i replaced into seven, all of the girls wanted Cabbage Patch youngsters, no longer peekaboo camisoles from the hollow. i do no longer think of that this style is coming from toys, television or pop media. fidgeting with Barbie dolls did no longer make ladies over the final sixty years gown like her; we can't blame this on Bratz (as demented as they could be). i think of that we could desire to look frustrating at ourselves as mom and father, consumers and person place fashions. What are we coaching our young toddlers and why do they think of they ought to gown like this?

Be a Blues brother! Use brown eyeliner for sideburns, get a black jacket, pants, plastic hat from party city, shoes, and sunglasses, and there you go! Also, consider dressing up with a friend!
