the essay says: why there should be or should not be school code of conduct.

Let's call you cozy kid. You like people, you are friendly. Let's call someone else Moron Kid, they like to cause trouble. Without a code of conduct, or some guidelines involved in what can and cannot be done, Moron Kid could stand in the lobby of the school and throw used chewing gum in the hair of everyone who walks by. Then everyone would say...."oooh, let's kick Moron Kid out.....he sucks, my hair is all gummy"....but you couldn't kick Moron Kid out, because you have no code of conduct, and as far as he's concerned you should be the one who gets kicked out for having your hair too close to his used gum.
