Saltpeter is properly called Potassium Nitrate, and is a key component of black powder.
It can be found at science stores or certain chemistry stores.
Used to be a company here in the southland called Student Science Service, and they had it.

You might have a hard time finding saltpeter,as it's also an ingredient in gunpowder.

You are brave to ask such a question. I've never heard it used for incense but it is an ingredient in explosives and it has a sexual desire suppressive effect if ingested. I wonder what you want it for -
