I went back and read your old question and creskins answer and they do not add up. The engine flush is a chemical the run to clean out deposits in the combustion chamber. If you have build up in there it could lead to a failed smog. Also there are some that they run through the crank case that also clean out deposits. A radiator flush will not help you pass smog and I bet that is not what the shop wants to do. By flushing the system it may help lower the emissions.

Call the shop and ask them which flush they want to do and how it will help your car pass smog. Also ask them if they do it and they car still fails will they refund your money. Get something in writing about why they are doing the flush and what it is supposed to do. If the shop is telling you they have to try that first i would take my car to someone else. Is this a shop you use all the time? If not call your normal tech and get his opinion.

Engine shake and the A/C not holding freon has absolutely nothing to do with a radiator flush! Someone's jerking your chain!
Engine shake is caused by miss firing of some reason whether tune-up, burnt valves or whatever. The A/C condition is a result of leaking lines, seals, O'rings etc. Flushing the radiator won't do diddly squat!!!!
