As a girl with brown hair, green eyes, and glow in the dark skin I will let you in on my secret.....Play up your eyes at all times. The best way to make them pop is to put a really rich shimmer green eyeshadow right next to the top eyelashes as an eyeliner and then cover your lid with a light dusting of purple and black mascara on your top lashes only. Use as little makeup as possible after that. I usually only go with powder and some concealer where needed and then a light coloured lip gloss.

Make sure your foundation matches your skin tone. I like Maybelline Pure makeup in Nude. Dust a rosy shade of blush on the apples of your cheeks. As for eyes, you'll want to play up your green color with eye shadows such as Almay's Intense i-Color for green eyes. They also make an eyeliner in a raisiny color just for green eyes, and I love it! Also, instead of using black mascara, try brown. It looks less harsh against pale skin.

Well, I actually think that brown hair and green eyes is really pretty, even though you have fair skin. But if you want, get a foundation.
I have been using L'oreal's Infallible for years and its amazing. I use 608, its a medium tone. But theres lighter ones too. Just test them out and find one that matches you.
Apply evenly on ENTIRE face, or else your look blochy.

I have a very pale skin too. My hair is black which is dark like yours. I like when I have some color on my face. For this purpose, I love the Sunkissed Bronzing powder from Clinique. I use pink lipstick and then I am all set-

if u have green eyes u should use a really light gold and peach blush and a pinkish reddish color but not too red hope it helps

a brown or gold (or brown with some gold flecks) eyeshadow with some VERY faint blush, and a somewhat mahogany lip. that should look good

Bink blush........eye liner close to your lashes on the top to get the illusion that you have a thicker lash line........neutral lipstick and lipgloss...........white/baige eyeshadow
