Yeah, it's more a list of what NOT to do in the day or two before a Pap. You shouldn't have sex and you shouldn't douche or use any feminine hygiene type products. Just regular soap and water on the outside; you don't want to be introducing anything into your vagina that could obscure the results.

No, not OK to have sex because it can make the test come out cloudy. I would suggest not having sex 3 days before.
Also, as in the past women would douche before a pap and that affected the test results. Douching is not recommended anymore because it kills your good bacteria.
