I think he's actually talking about a specific person (Dani), using the name California as a sort of nickname.

I mean, the lyrics don't make sense if you consider Anthony to be referring to the state of California.

"Gettin' born in the state of Mississippi, poppa was a copper and momma was a Hippy, in Alabama, she would swing a hammer, price you gotta pay when you break the panorama"

The song is probably about some girl called Dani, who lived a hard life, turned to crime and eventually died because of the choices she was forced to make.
Sure you could, if you wanted to, claim that the California mentioned in the song is actually California, but that wouldn't be easy (you'd have to try and trick your teacher, assuming this is for some sort of english class). For instance you could claim that it's the free spirits who have given the state life (momma was a hippy), but it's the establishment that watches over it (poppa was a copper). That still doesn't explain how it was born in Mississippi though :)
You could also claim that Dani is the embodiement of Californian spirit, but considering I've never even been to America, I couldn't tell you if that was true or not :P

I'd pick another text to apply personification to, it just doesn't work with this one.

If you were using drugs at the time of listening to the song, then it would make perfect sense!

i think it has to do with diffrent emotions a person goes through. resting, needing a release, anger, being a good person in order of the text
